Statistical Re-multiplexing for Video Service Operators

Constant bit rate (CBR) re-multiplexing enables operators to drop unwanted programming from the incoming multiplex and add programming from other sources. However, an operator's revenue potential is compromised because the process squanders bandwidth. Variable bit rate (VBR) re-multiplexing partially solves the bandwidth problem, but unpredictable spikes in real-time bit rate requirements among combined streams have a tendency to exceed system capacity, resulting in unacceptable picture quality.
