Product Testing Services

Motorola Product Testing services (MPTS) has been authorized as a CTIA Authorized Test Lab (CATL) for the Battery Certification Program to review applicable products for cellular system use. The CATL program is the second phase of the Battery Certification Program. The Battery Certification Program verifies conformance of applicable products (cell, battery, adapter and host) to the requirements of IEEE 1725-2006, Standard for Rechargeable Batteries for Cellular Telephones. During the first phase of the Program, system vendors were able to prepare documentation and perform testing on their own and submit the information to a Battery Compliance Review Organization (BCRO). Phase two requires CATL recognition of the subsystems (cell, battery and adapter) and certification of the system (recognized subsystem components and host). The cell Recognition Program also requires onsite factory auditing of the cells and manufacturing processes. The system vendors will likely expect the cell suppliers to start certifying cells to use in new host systems early this year.

Prior to authorization as a CATL, Motorola Product Testing Services (MPTS) was awarded status as a CTIA Approved Testing Laboratory Battery Compliance Reviewing Organization (BCRO) by CTIA. MPTS is but one of four organizations to have achieved this recognition as a leader in portable energy testing and consulting.

Background

In April 2006, the Institute of Electrical and Electronic Engineers (IEEE) released IEEE Standard 1725-2006, IEEE Standard for Rechargeable Batteries for Cellular Telephones. This standard was a proactive step taken by the wireless communication industry to standardize safety and reliability criteria for lithium ion batteries used in cellular devices. The standard takes a system approach encompassing not only the battery pack, but also the embedded cell, the phone, and the power supply. Guidance for each of these elements is implemented through both design considerations and manufacturing guidelines.

In October 2006, CTIA-The Wireless Association®, an international organization representing the Wireless Telecommunications Industry, established a voluntary compliance program based on IEEE 1725. Known as the CTIA Battery Certification Program, the first phase of this program provides an unbiased review of evidence provided by cellular phone manufacturers to assess their overall level of compliance to IEEE 1725. To make these assessments, CTIA has authorized Motorola Product Testing Services (MPTS) to operate as a Battery Compliance Review Organization (BCRO). This authorization was granted based on MPTS’s extensive experience with rechargeable lithium battery technologies as well as our direct participation in the development of the IEEE standard and the certification program itself. MPTS is one of only four organizations internationally to have achieved BCRO status.

BCRO Consulting

In case our free presentation doesn’t fully address your organization’s needs and you’re looking for someone to be your partner in navigating compliance to IEEE 1725 and the CTIA’s Battery Certification Program, MPTS offers advice to clients on a consulting basis. Service is normally provided through email and telephonic contact, however limited on site visitation can be accommodated.

BCRO Review Services

Operating under agreement with CTIA, Motorola Product Testing Services offers BCRO review services to wireless handset manufactureThis service generally includes:

  • An introductory consultation to discuss evidence package requirements,
  • Access to MPTS professionals during the compilation period to answer your questions,
  • Conduct of the review itself,
  • Completion of the BCRO portion of the BCRO checklists,
  • Generation of the Summary Report, and
  • Upload of all the necessary documentation to CTIA for registration.

For planning purposes, we advise clients that compilation of the evidence package may take 3-4 weeks. In addition to this, the review conducted by MPTS nominally takes 2-3 weeks depending upon current queue and the completeness/clarity of the evidence provided.

Pricing of BCRO review services is dependent upon the makeup of the “system” that is to be reviewed.
